Also, the list in the other worksheet is comprised of merged cells which
return the list improperly.

Validation List
 

The easiest way is to give the list a name on the other sheet
insert_name_define. then in your cell validation choose list and type
the name of this list

Validation List
 

It will still work, but you will be left with blank values as long as
the merging is in the same column. If it is merged over 2 columns it
will not work. Merging cells is often a bad idea in excel, it can cause
lots of problems.
