What does the 0 in the formula 'Yr 3 Op'!G2,0 mean?
 

I am using a spreadsheet someone else developed, and the cell is grabbing
from G2 of the Year 3 Operation budget (I understand that), but I don't
understand the 0 (It ads an increase to the budget amount)

What does the 0 in the formula 'Yr 3 Op'!G2,0 mean?

What is the formula?

Excel will not accept ='Yr 3 Op'!G2,0 by itself in a cell.
