Adding or pasting a row, but having info shift upwards not down??

Hello I would like to know if there is a way to add a row or insert
copied/cut cells in one row then have that row shift upwards not down.

example:
paste item #1 into line 10, then...
paste item #2 into line 10, moving line 10 up not down so it reads as follows

#1 not #2
#2 #1

there is information below line 10 that I cannot paste over. Am I over
thinking this and there is an easy solution?

To insert a row during a paste process, press <Ctrl<Shift<+. Row 10 will
become Row 11
