how do i change the column width over a number of rows in the sam.
 
I would like to have different column widths over the first 8 rows of a sheet
compared to the rest of the sheet
Is this possible please in Excel?

No. it is not possible, you have to either merge cells (not recommended) or
use other means like letting the text center
across selection and borders to create a layout that looks like that
(recommended)

Sure, Just highlight the row headers and right click to set column width
