Tabbing through Unlocked cells
 

I have protected my spreadsheet so that users will only tab to cells that
they need to enter data into, but I have 2 problems.

In one section, when I tab from cell 16a to 17, then tab again it jumps to
16b, then back to 17, tab again to 16c, tab again it jumps again to 17, tab
again it jumps back to 16c. How do I get these to tab in sequence?

The second problem is when I have tabbed to the last cell, then tab again,
it will jump to the first 2 unlocked cells and then it won't tab to anything
else.
