sumif or count between zero and 3
 

I have tried those particular formulas and they work for me (Excel 2003 &
Windows XP Pro). So what we might need to do is check out what the formatting
for the cells are? What is the error that you get? what happens? change the
formatting to "general" or "number" with 2 decimal points, does that change
some of the values? are you dealing with whole numbers or are they integers?
