It sounda as though your data is not structured to take full advantage of the
VLOOKUP feature. You do not need to set a RangeName for each value you wish
to lookup. Say you have your Cities in column M, with their respective
values in column N, then try replacing your VLOOKUP formula with this one.....

=IF(E2=0,"",VLOOKUP(E2,M:N,2,FALSE))
