Default How to reference an offset from a cell?

I have timesheet data in one sheet with 10 rows for each week (day
detail + totals).
I have a 2nd sheet that pulls totals from the first so I can generate
an analysis of my time and earnings.

The formula I am using on rows of my analysis is:
B7 =Timesheet!$F$11
B8 ==Timesheet!$F$21
B9 ==Timesheet!$F$31
etc...

Is there a way to create a formula so that I can say for B10 it is the
location referenced in B9 + 10 rows? It would be nice to have a
formula so I don't have to hard code each cell.

I have spent hours trying lots of things using the Excel Help, but I'm
a bit of a novice when it comes to formulas.
If anyone can help I would appreciate it.
