converting julian day and year to a date?

I have been using the following formula to do it, but it only works on or after march 1st. I have to change it for 1/1 through 2/28 for the other 3 years. =DATEVALUE(CONCATENATE((MONTH(B1+1)),"-",(DAY(B1+1)),"-",A1)) Where B1 is the julian day and A1 is the 4 digit year.
