I have created a drop down list using the Data Validation tool. However i
can not get a title ion the cell or the drop down arrow to always show, any
ideas

Ensure that you have "In-cell Dropdown" checked.

The dropdown arrow only shows when the cell is active.
You could add "'--Select Name--" as the first item in the list, and
choose it as the default entry in the cell.
