Default Protect a worksheet, but allow ONLY specific users to change info

I tried going on the Tools menu, protection, but there is no Allow Users to
Edit Ranges. The worksheet is not protected. I'm working on a computer that
has above Windows 2000 and it's on a domain. Why can't I find it?

you can lock or unlock cells and allow users to select(or not) those cells.I
cant help with only allowing certain people,unless you give only certain
people the password.I spose you could write a macro to customize which cells
can be modified by which people
