attach a label to number, like validation but follows the number
 

Attach labels to a number, for example I write 20 and when I select this cell
a label
show and says the description of the account "Expense" ex.
But the labels has to follow the number around the worksheet not just in
that particular cell.
Any help greatly appreciated
