Default Using Vlookup as "value_if_true" in IF function


I wonder if it is possible?

=IF(F12=F3:F8,"=VLOOKUP($F$12,$F$3:$L$8,7,FALSE)", "-")

I can confirm that my vlookup function and logical test is correct.
Or is there a problem with the absolute cell reference that i used?
