Try,

=IF(ISBLANK(B12),0)

This creates a circular reference. You will get a pop up. Just click
on Cancel to allow the formula as is. Copy this to the cells you want
to apply to.

edit|replace
what: (leave blank)
with: 0
replace all

If the cells are empty you can select the range in question, press F5, click
special and select blanks, press enter, then type 0 and press ctrl + enter
