VLOOKUP dragging down

Hi

When I drag down the VLOOKUP formula, it automatically changes the
array of the formula. The formula is this:

=VLOOKUP(D147,RATES!J2:K217,2,FALSE)

I want RATES!J2 to be constant but it changes to J3, J4 etc... How can
I turn J2 to constant?

Any help will be appreciated..

Thanks..
