Conditional Formatting

Need help with this: how do you copy across columns the formatting say from
column b to c without excel automatically upping the value in the 'cell
value is' column.

to clarify: i've got lots of student data (various tests over three years)
with a target grade column near the start. I want the conditional
formatting to automatically colour the test scores green, amber or red
depending on whether they score above the child's target grade value. Say
this target grade is at cell c3, c4 etc, then I set conditional formatting
to look at this cell and colour test score accordingly. The next set of test
data should also look at this cell (c3) and do the same, but when I copy the
formatting in the previous column to the next column it changes it to 'd3',
'e3' and so on. I don't want it to do this, it has to stay at 'c3'. any
help?
