Under the insert tab why would some functions (i.e. symbol) be grayed out?

What is the context of your using the Insert | Symbol command? Usually,
being grayed out means an option is not available in context - such as
editing a cell.

Check if the workbook has been protected. When it is protected often
the author of the workbook has disabled some of the menu commands.

Info only.........

That would be "worksheet" not workbook is protected.

Protecting the workbook stills allows editing on the worksheets.

Workbook protection disables deleting or inserting sheets, and a few Window
items like Split or Freeze Panes.

Protect a book and check out the disabled menu items. There are very few.
