Under the insert tab why would some functions (i.e. symbol) be grayed out?

What is the context of your using the Insert | Symbol command? Usually,

Check if the workbook has been protected. Info only......... That would be "worksheet" not workbook is protected. Protecting the workbook stills allows editing on the worksheets. Workbook protection disables deleting or inserting sheets, and a few Window items like Split or Freeze Panes. Protect a book and check out the disabled menu items. There are very few. Most likely because the worksheet is protected.
