Formula encompassing conditional formating

Is it possible to perform formula functions on unconditional formating of a
cell?

A simple example:
Can I perfom a simple COUNT of number of cells in a range that have
unconditional formating of the cell colour?

Formula encompassing conditional formating

The best way to do this is to construct a formula that test for how many
cells meet the conditional formatting condition.

As an example, if the CF tested and coloured any cells that were greater
than 10, then use

=COUNTIF(A2:A200,"10")

or something similar
