Why isn't Excel dragging the right value?

goto 'Tools - Options - Calculate' and check 'Automatic calculation'

No idea how that automatic calculation setting got turned off.

If anyone is still out there - can you tell me why it changed and how never,
ever to let it do so again?

I'm afraid that Frank is not around anymore - he sadly died in a accident on
5 January 2005.

The automatic/Manual setting is taken up from the first workbook opened.
