I WANT LIMIT THE QUANTITY OF LETTERS IN A CELL, HOW CAN I DO THIS?

You can use Data Validation (on the Data menu) at set the Text
Length option to the maximum length.

Also, please do not post in all CAPS. It is considered rude and
is difficult to read.
