Pivot Table Label Filter
 

I have a spreadsheet of data tracking petition data. When a petition is completed a "PDO decision Date" is entered accordingly. I developed a pivot table and filter the data using a label filter as shown below. My date range is between 1/15/2018 and 1/19/2018. As you can see I get results outside of the date range why???? I have tried to determine the problem but I am striking out. What is the problem?
