Perplexed by simple Icon Set Cond. Formatting Issue
 

Hi All,

I am absolutely perplexed as to why the attached jpeg showing conditional formatting rules and related data, does not work the way I expect it to.

I would expect
A1 = RED Circle (as it is 10)
A2 = UPWARD arrow (as it is < 10 and =5)
A3 = SIDEWAYS arrow (< 5)


However the conditional formatting does not seem to recognise that A2 is
< 10 and =5

How have I managed to mess this up?
