How do I prompt a user to update a cell value (ie the date)?

You'd need to decide what the event should be. Look in VBA to see what
events are available for Workbooks, Worksheets etc.

Typically you might for instance want to prompt the user if they try
to Save the Workbook while the date cell is empty.
