Why do the cells I am custom formatting save in special, polish
 

The template I use daily will not allow me to format a column as : 00000000000.

When I do right click and choose format cells, it opens to: special, Numer,
PESEL and chooses the language of: Polish.

IF I scroll to "custom" and save the 0000000000; it gives the appearance
that it has saved my format for that column.

But when opening the SS again and checking....it opens immediately to the:
special, numer, PENSEL.
