Custom percent format needed
 
Excel 2003, Windows XP Pro, Service Pack 2 loaded.

Needed: The type underline you get with the accounting format (see below for
details) when you are using the percent format.

Problem Explained: The accounting format changes the way the underlines
work (all 4 types: single, single accounting, double, double accounting).
With the accounting format the underline will always be just a little bit
narrower than the with of the cell regardless of the contents of the cell
(unless it is empty). This works with both numbers and labels formatted in
the accounting format.

This is a very desirable attribute when your columns are all the same width
and your would like your underlines to all be the same width regardless of
the contents of the cell. Unfortunately, I can not figure out how to write
a custom format that will give me this type of underline for cells formatted
with the percent format.
