Sales budget

vI am making a sales budget where SUM of 50,000 shall be maximum if sales
achiement is 100% or more.
If sales achievement is 50%, then SUM shall be 25,000. I cannot find the
right formula to ensure the maksimum is not over 50,000. I appreciate answers
