Is it possible to block enteries in a column if a certain amount of text

One way:

Assume that the column is column A, and you want a maximum of 10
entries. Select the column. Choose Data/Validation.

Allow: Custom
Formula: =COUNTA(A:A)<=10

Would this also work if you only wanted certain text blocking if it reached a
