I am having problems using the M3 as the criteria. What is the correct
syntax for using a cell reference in the criteria field of the SUMIFS?

I don't use XL07, but I'd guess it's the same as Sumif(), so try:

=SUMIF(C1:C10,""&M3,D1:D10)
