password to open Excel file option does not exist

I am using Excel 2000 and wish to password protect my file. When I go to
Tools, then Options, there is no option listed for password protection. When
I click on Tools, I do find a Protection option, but those only protect the
workbook and sheets for read-only, you are still able to open the file and
see the contents.
Where do I find the option to password protect the entire file from being
opened?
Thanks
My new email is:

I'm using Office XP but I think its the same in 2000. Go 'File' 'Save as'
and on the right hand side of the dialogue box that appears there is
'Tools'. Click this and you'll get the menu for Read Only, Password to open
etc,
