Rounding in the Same Cell

I have this formual:

=IF(D7<L7,D7,IF(D7L7,L7,0))

I would like it to round down to the nearest quarter hour as well. I can
round in an adjacent cell, but I would like to remain in the same cell. Is
this possible?
