live chart title and a scroll bar
 

Can someone give me easy, step by step instructions on how to add a live
chart title and a scroll bar into a spreadsheet?

I have an X-Y Scatter graph and I want to make it so as I scroll down the
graph I can see where I'm at on the X-Y Axis...
