When I open a workbook, cell protection is not fully active
 

I have activate worksheet protection that prevents selecting "Protected"
cells, but when I open the workbook again, I can still select the cells but
just not change them. If in uprotect and reprotect the worksheet, I am then
not able to select the protected cells.

I only have the "select uprotected cells" option ticked when activating the
protection.
