When I freeze rows I want it to scroll 1 at a time, not 3 at a tim
 

If you click the scroll bar then it scroll one row, if you mean the mouse
then it has nothing to do
with Excel. You can set that in the windows control panel under wheel

Please put the question in the body not just the subject line, I can't open
the question with my browser, and neither can others!

1. The down arrow key scrolls 1 row at a time
2. The down scroll bar arrow scrolls 1 row at a time.

and like Peo says the other options is related to the mouse, not Excel.
