Default How to paste photo into merged cell

I have several excel worksheets where I have posted jpeg photos into a merged
cell with no problem. Now for some reason, I can't paste a copied jpeg file
into a cell, merged or otherwise. I even opened a new worksheet and tried
without success. The paste fuction is greyed out.

The copypaste function works fine in WORD as well as into other folders
using EXPLORE.

I am using EXCEL 2003

Make sure you have no Protections enabled.
