borders to equal a numbers in another cell
 

I've to cells titles width and height

I need cells beneath them to create borders equal to the sizes

ex: i need a 24 x 36 to have borders with a vertical rectangle shape, but
if the size was 36 x 24 i need the borders to have a horizontal rectangle
shape

* will always be a rectangle
