Default Changing font colour depending on cell value

Hello, I am hoping someone out there can help me out, I want to change font
colour in columns but the data is in two formats, but both meaning the same
i.e. 10% & 1-10 i would like to be able to turn all data in a column to red
if say under 7% & also turn the same columns data to blue if above say 25%.
This needs to work in a few different columns and with different criteria for
some columns. Any help is appreciated.
