Is it possible to have rows at the top and bottom of the screen remain static
and rows inbetween that scroll?

No - Excel will allow you to freeze rows at the top and columns at the left -
but that is it.

Not without adding a window.

Top window can contain static row(s) using WindowFreeze Panes.

Bottom window can contain the row(s) to remain static at bottom.

WindowArrangeHorizontal.

Adjust window sizes to suit.
