Default COPYING OFFSET FORMULA WITHOUT THE DATA RANGE CHANGING-DESPERATE

I AM USING THE OFFSET FUNCTION FOR LOOKING UP CERTAIN INFORMATION IN ANOTHER
WORKSHEET. THIS INFORMATION IS CONTAINED WITHIN A RANGE OF FIELDS EG: A20:A38
WHEN I COPY THIS FORMULA IT AUTOMATICALLY UPDATES THE FIELDS EG: A21:A39 AND
SO ON. HOW DO I TURN THIS OFF. I WANT IT TO STAY AT A20:A38.
I AM USING EXCEL 2002.
I HAVE TRIED EVERYTHING I CAN THINK OF AND GETTING VERY FRUSTRATED!
