format color without conditoinal formating
 
Is there any way to change a background color or font color in a formula,
without using conditional formating. I am currently using a 2003 version and
Conditional formating is limited.

No. A formula can only return a value, not a format.

You can use an Event macro that can adjust the background color depending
upon the cell's value.
