I don't think you can do this. However, you CAN arrange to skip cells when
you hit TAB. Select the cells you want accessible, then go to Format Cells Protection, uncheck Locked and click OK (or hit enter). Go to Tools Protection Protect Sheet, enter a password if required, then click OK. Hitting Tab will skip to the next unlocked cell (working along rows, then down).
