Is there a way to format cells to recognize dimensions as for use in formular
operations. i. e. 5'-6 1/4"

You need to convert the measurement to a decimal number. I assume your
example means 5 feet 6 1/4 inches. To convert this you can enter it as:-
=5+6.25/12 (Which is easy because everyone knows 1/4 = .25)

However if you don't know the decimal equivalent you could enter it as:-
=5+6/12+1/4/12

Just as a suggestion, enter the feet, inches and fractions in separate cells
and create another cell with the result.
