Default Number formating in CONCATENATE formula (Part 2)

Could anyone tell me how do this.

Two cells
(B3) which reads 175.50
(E3) which reads 6 15/16. (This one is the result of a formula and has been
formated to read as a fraction)

I would like the result of my CONCATENATE to read:
175.50mm [6 15/16"] but can't get the fraction to work.

This is what I have in my formula at the moment:
=CONCATENATE(FIXED(B3,1,TRUE), "mm [", FIXED(E3,2,TRUE)," in]")
