ExcelBanter - IF function?

I have a database that i'm working on. There are 5000 contacts. I have to
figure out if a contact has had their car serviced in december to receive a
svc. letter or if they have had their car serviced after 12/04. Some of them
have dates in dec. and after. Should i be using the =EXTRACT function... or
the IF function? I am lost....please help.! thanks!!

CUSTOMER NAME S-LTDATE
AUTO EAST 10-Dec-04
AUTO EAST 14-Dec-04
AUTO EAST 16-Dec-04
AUTO EAST 11-Jan-05
AUTO EAST 18-Feb-05
AUTO EAST 23-Feb-05
AUTO EAST 2-Mar-05 no need to send these because serviced after 12/04

AJEMIAN,LAURIE B 21-Dec-04
AJEMIAN,LAURIE B 31-Dec-04 must send service letter nothing after 12/04

ALBEE,WINN A 30-Dec-04
ALBEE,WINN A 29-Jan-05 no need to send these/serviced after 12/04

One way is to autofilter col B (S-LTDATE) for dates <= 31-Dec-04, then
select/copy the filtered rows and paste special as values on another sheet
