Missing Data Label on XY Values

I got a combination speedometer chart from Ron Coderre from a link I
found here in the group. One series, in this case series 7 is used to
provide data labels placed with xy values but the data labels comes
from a third column. I added an additional data point to the series
so I end up with 3 charted values instead of two. No problem, all
works well. Unfortunately, the data label is not showing up. I can't
download any of the labeling addins because I work for a government
agency that does not allow such outside software or code otherwise I
would have simply cleared the two existing labels and started fresh.

Does anyone have any clue how to make the third data label appear in
Ron chart without an addon?
