Default how excel checks a "#" to express it as a text, check if cell is n

basically to check if a cell is a "number" and say yes it is true - "number"
.. i don't know how
how to write the syntax to result a text from a cell that is a number to a
cell that is a text and is dependent on another cell:
a1= time
b1=text
b1 reffres to a1,
then: c1=number that will change the text in b1 to a different text.
I know i have to add a function in b1 that will express c1 but how do I
write the function if i am referring to a number inside cell c1. what
expression is for excel to check if it is a #?
In another words, I just need to check if the cell b1 is a number then in
c1 i will write my text that i want.
