Default Offset/Indirect Help

I need to look at a lead time in weeks from column B and locate that
week in a seperate table - then sum the values in that table from the
beginning to that found week. Example:



Weeks 1 2 3 4 Rate 1 1 2 2
Weeks # of Boats
3 Need Formula
4
2
4
The above should return the value of 4 - One in week 1, One in week 2,
and two in week 3.
