If then CountIf

Hi,

I am having a little bit of trouble trying to get the following formula to
work:

=IF('SSC OTCsuresh'!E2:E1272,"YSM-France-Order-Committal",COUNTIF('SSC
OTCsuresh'!D2:D1272,"<1"))

I get a #VALUE! error message when I try this formula.

Can anyone help?
