Conditional formatting and IF

How can I turn a condition off or on?

If current cell has a value then the format is white font, blue background
.....if cell A1 = "yes"

If current cell has a value then the format is blue font, blue background
.....if cell A1 = "no"

Format is white font, white background if no value
