Default Counting if Something Occurred During a Time Span

I have start and end time data that I need to investigate to determine if the
time used occurred during the certain time frame of 1700 to 0600 hours. For
example, if the start time was 1300 and end time was 1800, I would need to
know that time was used. Similarly, if the start time was 0400 and end time
was 0700, I would need to know that time was used. I just need to know if
the time was used and not how much time was used. Finally, when dealing with
the time data, there are instances where it will go past midnight. Do the
formulas need to change to take into account the the midnight crossover?
