Default tab color on worksheets

On the format sheets drop down menu "tab color" is not available. I tried
adding it under Tools/Customize however it is not located there either. Any
other suggestions?

Default tab color on worksheets

I'm using Windows XP Professional 2002 - but not sure what version of Excel.
I tried the right click option on the tabs and that doesn't work either.
